Michael’s Chapel’s raincoat was the last item to be placed on the viewing table and photographed. The raincoat was removed from a freezer where it had been stored since being received by the GBI from the Gwinnett County Police Department.

 

          Chapel was often careless with his equipment, and when not in use, he simply threw the raincoat into the trunk of his police car. The garment had been thoroughly soaked on the night of April 15th, and may well have been used again during the week between that date and April 23rd, the day he was arrested and the raincoat seized from the trunk of his police unit.

 

          Any moisture that had been present on the garment or had accumulated during its time in storage would have immediately have thawed during the time the raincoat was manipulated for photography on the viewing table.

 

          This photograph shows that the table was never cleaned during the entire procedure, and when the raincoat was placed upon the viewing table, flakes of blood, some of them still quite large were still on the table. Undoubtedly, there was a transfer of the victim’s blood onto the raincoat during this viewing.
